This particular bug was already reported and forwarded.

These Items are used for a letter event which didn't get announced yet.

When we got this event in the past you could drop letter tomes in some dungeons, when you opened them you got a random letter.
With the runestones you could trade the letters mentioned on the runestone for the specified rewards.

as Devoravit already mentioned, to upgrade your mask you need the tokens from the higher tiered mask.

If you got a high ping or ping spikes, skills that move your character will really start desyncing, i do have the same problem too sometimes.

I can confirm that this solution works.

Go to Options -> UI Settings
Click "Reset all" (!!!DONT CLICK APPLY OR OK!!!)
Drag Minimap where you want it
Close options window without clicking ok or apply

What I found out about TERA using iovation comes from Enmasse, but is probably valid in EU too.

es kommt jeden Content vor, dass Instanzen rausfliegen und neue reinkommen.
Die Achivements für diese Instanzen die gerade nicht aktiv sind werden dann unter den Reiter Spezial verschoben, welcher nicht zu den Punkte zählt, welche du für die Lorbeeren brauchst.

Du könntest aber mal den Reiter "Gegner und Erforschung" und "Pflichtrundgänge" machen, die Achievements dort variieren meiner Informationen nach nicht und zählen jeden Content.

I know that you get an automatic 24h ban by using VPN services, which gets reset to the 24h period everytime you try to login.

Please try contacting support again, they are the only ones that can tell you for sure why your account got blocked.

Consumables do not stop losing duration if you are not fighting.
I do know that some consumables do not lose duration while the character is not logged in, but there are also exceptions to this like the combat accelerator potion, which also loses duration while your character is logged out.

Currently I'm not at home so I cannot check if there is an option somewhere like there was with the old UI.
You can always hide it though, the default Key for hiding the mini map would be "N".
