This issue was resolved again with patch 79.

Ich habe keine Daten, jedoch denke ich dass TERA für ein 6 Jahre altes Spiel noch relativ gute Spielerzahlen hat.
Wie sich diese Zahlen aufteilen (Neuling/Mittelschicht/Endgame) kann ich nicht genau sagen, jedoch hat es sich für mich zumindest bis zuletz so angefühlt als ob sich die Gruppen mehr oder weniger auf "Neuling" oder "Endcontent" aufteilt.
Dazwischen findet man nur sehr schwer was, auch Übungsruns 1 Monat nach nem neuem Content sind sogut wie nichtmehr vorhanden, oder kommen nicht zustande da es eben an der Abwesenheit gewisser Klassen mangelt, was früher kein Problem war, da immer neue Spieler nachgekommen sind.
Da die Schwelle von Neuling zu Endcontent heutzutage schwerer zu überschreiten ist als früher mag wahrscheinlich auch dazu geführt haben dass nicht genug neue Spieler nachkommen und es einem vorkommt als ob es ein wenig stagniert.
Generell kann man aber schon noch "einfach so aus Spaß" eine Instanz laufen, ich hatte letzlich auch in AANM, etc. sehr viel Spaß mit random Gruppen, man darf das ganze dann natürlich nicht allzu ernst nehmen und muss sich mehr auf Spaß und die Spieler einlassen.

I was informed by another user that it is still possible to do these quests because there is a Quest which gives 15 of these shards as a reward.

As PizzaWarrior already mentioned, you cannot amplify/upgrade etc gear that is soulbound to another character.
