i click it.. it does nothing... another bug.. or a joke?

so if we dont get this gear for 1... and 2 its useless gear.. why do we need a chance to upgrade them? let alone the mats to upgrade them... is there a use for this stuff... or are we just being trolled? if there is a use, can someone explain to me what the use is?
