Gameforge can't not install patches from developer. And they can't make any changes in TERA on their own. I certainly understand that it is difficult to comprehend, but you should at least just remember that Gameforge is just a localizer that only publishes games for certain regions. Their capabilities include - adaptation, translation, event concepts. All development, balance, work with code/graphics remains only by Krafton (Bluehole Studio).
Once again. Gameforge is not the developer of TERA. They just support this game for other language regions.
The blocking process is not easy and sometimes even a few screenshots or some kind of video recordings may not be enough for proofs. It is possible that even in this area, the publisher is extremely limited in the possibilities of verification. I don't assert and cannot give an exact answer why this is happening, but I want to hope that there are reasons for this non-momentary decisions. 
All bug reports are continuously reported by the publisher to the developer. Unfortunately, this process can be delayed for various reasons. Nevertheless, when players leave their feedback on certain errors and problems, experts always collect this information, even if they do not unsubscribe about it.
Nope. They check the update before installing it on live servers and send bug reports to the developer, but not always fixes arrive before installing the update (this is not Gameforge's fault). In addition, there are some "magical" features due to which some errors and problems may appear only after installing the update on live servers.
I understand your resentment and indignation. Still, you shouldn't go too far and attribute all the bumps to the publisher. They try their best. Could they be even better? Maybe. But now we can only leave our feedbacks, and preferably constructive and without insults and aggressive accusations. Btw, Buschfunker, nice pics.

I had read You twice, but on a final note i got only one understanding, one question - why You wrote that, what did You want to say & whether said You anything ?

Yes, we all well aware aboute business relationships between localiser & development.
Yes, we well aware about testing & "trying" of people, those are involved in the project.
We do thankful their work, we keep our hopes that somedays, in the next year, or maybe some years passed, we will get more or less playable game. But should we stay strong these years & years ? Should we just keep hopes & keep silence, & our words with us about all this good path that is with Tera now.. idk.
You said they do check patchs ? They cant change them in the main of code & just put them in the game. So, they well aware about their moves, how they well kill the project. Ok, we got it.
You said that all bugs & problems in game well collected by GF - that's good also. I hope they well collected those info, keep those in safe place, for rest of the game life, so that can read them later on to not forget all these funny things.
You said that blocking process is complicated & huge process where must not be any mistakes! Yes, i hope that cheaters will still with us, as they also a small part of small community... Imagine if they will block them - what will left in game.
What do i want to say ?
Players of the project want to answers, solutions, clear way ahead... & not just the "reply" (like You did) that this is just a problems, this is complicated things, this is what we well see & just collecting info.
That's exactly the things that is also killing game - such replies from GF, or players of Tera - that this is just what we know & on a way to solve anytime in future. But will there any future ? After a while of getting such answers - people start to think that it is useless point to give any feedback about the game, there is no clue to repeit again & again problems & get reply that "we are collecting"..

- There is no "maybe" in this answer. Just "no". We just want to say something clear & straight, without further & further exuses in front of ourselves.
