Addetive's are items you consume on every craft in order too get 3% more crit chance, You can buy those at the vendor these days. How they are crafted, I have no idea

Did the leveling process changed since last patch? I can't seem to find any information in the patch notes...
I seem too not get relic weapons anymore doing dungeons and I am now level 39 with a level 12 weapon...
My friend notes that at level 60 you do no longer get the storyline quest too do the skycruiser etc, how are you supposed too level 60-65 now?
