Leave your bubble, if your city/town is populated with 80% of the people that aren't interested in buying a better connection they won't spend money/effort in making it better for a 20%. My city for example didn't have fiber everywhere and one of the news last year was "95% of the city will be covered with fiber" and as how it sounds I was that 5% because my community wasn't interested in getting a better connection until we pushed it.

It also has three meteors, must be at 12m~15m distance to cast it though.

Sometimes warp goes off but you still die and you can see the warp effect even (It also goes on cd).

And yes it works the same way as any other iframe in PvP (Including going on cd sometimes but getting hit).

True though that I check what I can warp or not but I'm certainly sure it comes to old/new bosses since it's BHS and I'm pretty sure they just recycle most of the codes that's why warp still works on old bosses/mechanics, but since it's an iframe after changes it doesn't work anymore in any new instance.

About SCEM I think they made it this way to not be able to avoid it.

Didn't play any of those in PvE so I can't tell more than what I have seen.

It works as a regular iframe, anything you can iframe with backstep you can with either do with one of those. Plus an addition of certain mechanics which for some reason kept this way.

For example you can still iframe darkan bomb with warp but not any other iframe, but on the other hand you can also warp the swipe while you couldn't before because it was just absorbing damage not avoiding it.

I don't recall any other mechanic being able to warp but not backstep post changes.

@Borsuc They changed the way warp/stoneskin work so now it's a complete iframe for the whole duration of the ability rather than a super-armor/damage-absorbtion skill.
