As you can check in this last year thread Events: February you can see that, eventually, enchant materials has been added as a guaranteed
drop, along the chance of other materials, during the event.
I think it would be a good idea to do the same on this new gear patch as well, since everyone is rightfully complaining about the lack of materials in dungeons.
