I cannot complete a quest

HI there,

I have just arrived at Velika.

I can see this screen:

However, there is nothing on my quest screen:

How do I complete this quest?

As you can see, I cant find what to do next.

After completing starter island, I landed on Velika via a pegasus. I was told to explore, and then speak to Dugal. I am not sure who the quest giver was, but it might have been the flight master.

As I made my way forward, the golden arrows as per the screenshot show where to go next.

However, I am now in Freedom plaza, and I cannot see any further arrows beyond the one in the screenshot.

I checked my quest log, and there appears to be no quest either.

However, the golden arrow on the ground is still visible. This is puzzling, if I mistakenly abandoned the quest, I should be able to get it back, and the golden arrows on the ground should disappear or some such??

However, I ran back to the flight master which is where I got the quest, and there is nothing there to start the quest again.

I ran to Dugal and spoke to him, but he doesnt complete any quest, and doesnt give me anything further.

Friends of mine said there is a cut scene that happens- but there was no cutscene.

This should be the next quest:

. will try to level to level 11 and then see if quest comes back, I'm only level 10 at the moment

resolved- got to level 11, and then I was able to see the quests etc.

I got into the city at level 10 as I was in a party, so likely got in sooner than the developers intended.
