Hello to the whole community! since i'm following a guide, which tells me that arrived at 65 i have to find halran only that at highwatch i checked everywhere and i can't find it .. can you tell me where it is? To increase skills etc.

Try changing channels.
IF he doesnt appear even in other channels then I would suggest to show us your Quest Log.

This is the only thing that I can do for you.
Check your quest log and tell us if you have that purple quest.
Then check your map at Highwatch and tell us if you see that purple dot that I marked in that red square.
Its easier for us to give you some help if you actually provide us with what we asked from you, otherwise this just will be going on circles.
He should be in that location and he will give you some boxes where you will get gear and accesories.
If you have that quest in your quest log and you can see the purple dot on your map or mini map but you can find him in that location when you get there then try changing channels. If you cant find him on any other channel then contact support.
If you dont have that quest in your quest log and you are already level 65 then you probably took the gear from him and you may have forgotten.
These are the rewards you get from him.
Your gear will look something like this.
Note: That guide is out dated, so when you follow the "III. Progression after Level 65" you should ignore point 5 and 7. Point 6 will become now point 5 "Keep leveling till 70". Dont bother to enchant the gear you get from Halran, its a gear that we dont have any sources to enchant it anyway. Aim to get new gear from dungeons drops and their materials to enchant them will be obtained dismantling other gear drops you get from dungeons.
I strongly recommend you to use Discord and join the server for the class your are playing. This way you can get specific info about what you should try to get on gear attributes and other stuff. You can find those discord servers here https://discord.com/invite/6Y2EDS5

Thanks a lot for your good advice. surely I already had the equipment then (lv 65?) I was wrong, I had to continue the red missions and not follow an old guide by now ... ... but now everything is ok following the missions.

Make sure of these things:
1.- Your item level once you got and equiped the gear and accesories you receive from Halran should be like this or even higher if you already had some progress in getting gear from dungeons and enchanting it. The number you can see below your left ring tells you your current item level with the gear you have equiped.
2.- Complete the Apex quest time. This is mandatory or your damage will be less than crap in your fights against monsters. You can check on this if you press L and look for this quest line. If these doesnt shown probably you already completed it.
3.- Make sure to use this item you got from the Apex quest line.
You will right click on it and it will be combined with these automatically
Then you will get this
Right click on it and you will get your Glyph points increaded from 55 to 60. You can check on this if you press K and then look at the bottom right in that window to see how many glyph points you have xx/xx where the number at the left are the ones you have spent and the number on your right are the total points you have.
Notice that you will get one extra glyph point each level you get after level 65, so when you reach level 70 you should have 65 glyph points total.

Didn't understand what these glyph points are for? I made you some screenshots ... how do I activate the missions of the 60/65 apex? I see that only the first is unlocked, all the others are locked ..

Glyph points helps you to chose what improvements you want for certain skills, like increase of damage, life steal, mp regen, etc...
I strongly suggest you to join a discord server meant for the class you are playing. There you will find the optimal settings for your glyphs, enhancement points, advanced skills and other useful stuff.
Here you can find links for their discord servers, chose the one you need and read the info they provide.
