You can obtain it from dismantling Mythic/Purple gear, and that is probably only source of it at the moment (+ maybe broker)
Not sure if it even worth to craft it. x55 gleaming powder into x1 sparkling powder feels kinda bad while gleaming costs 5-6k gold ea on tb and sparkling 17-20k atm on mystel. Easier to just buy/sell it on tb instead of waiting for design
