Just wondering if anyone else has noticed that Allemantheia and Kaiator merchants only sell Velika zone scrolls, and no town scrolls in their zones. The big city scrolls are carried but if you want to go to one of the towns you have to take pegasus. I'm too poor right now to go elite to get the travel perk.

Yeah. two days ago a guildie told me he couldnt find town teleport scrolls for Allemantheia when we were doing a treasure map.

I reported this months ago when they re-added scrolls to the merchants, and they (for some reason) have two different tables; One for merchants in open-world and one for the Major Towns, and they said they'd look into it and send it to the Devs to fix.
Shops are a per-publisher thing. I don't know why they said they had to send it off to the Devs when they can just find the appropriate IDs and add/remove them as necessary. I have no idea why this is still this way.

Most probably you were given a canned reply and Gameforge simply disregarded your report.
Suppose they did pass it onto BHS instead of fixing it themselves, it's been months already indeed. Chances are Gameforge didn't do anything about it though, knowing a fix would eventually arrive with the regular updates, since Korean players must have reported this months ago. After all, unlike EnMasse, Gameforge never let players know what issues were being worked on and/or passed onto the developers and the status of those reports.
