You can only get Thalers via in-game Shop or the launcher. In the Launcher go to TERA, click the '...' button and then select 'Top Up TERA Thalers". A link cannot be given as the link is generated per-account therefor any link is personal and would not apply to you if coming from someone else.

That's nobody's concern but their own. If they want to buy Thalers to get stuff in-game, let them. It's none of your business.
