Please note that if you have already received rewards for 65+ levels on another character of the same class, then on this character (which you are talking about in your message) they will not be received. This is due to the fact that there is a restriction: rewards for level 35 and above can be received only 1 per each class (i.e. no more than 13 times per server). For clarity, you can look at the event-calendar for January.
If the conditions are met, but there is still no reward, when it should be 100%, then only an appeal in support will help, yes. Hope your problem gets resolved. GL!
