are server transfers not available right now? I can't seem to find it on en.tera.gameforge.com like the token said it would be

The Server Transfers should be available in the TERA Shop in-game as Character Transfer.
However, whether the game is actually allowing transfers at the moment is something I'm not sure of entirely.

If server transfers aren't available atm, the only reason i think of, is that the migration season must completely end first.
Because there may be already claimed character names.
If you transfer server now, a character name of yours may conflict with a character name of a player who hasn't migrated yet. It would be unfair to force him change name, since he has priority on the server you want to move on.

Through the game – in the TERA Shop, there should be a special "product". You can also check this in one more place. Launch the Gameforge Client and go to Account Management. On the page that opens in the browser, go to the "Account Overview" tab and click on the "Character Transfer" button there. You'll see the transfer page.
If during the instruction your server is still not available for transferring characters, then, physically, there is probably no such possibility yet.

While I'm not sure GF's list is the same as EME's, this was EME's list of restrictions of server transfers;

If the above doesn't cover it, I'd send the screenshots to Support and ask them why you can't transfer.

I'm trying to transfer my character from the Yurian to the Mystel server using the "Character Transfer" option in the Gameforge Launcher but the transfer never happens, instead it shows an error message "CHARACTER TRANSFER ERROR - An error has occurred". You'd be better off sending in a Support Ticket, as this is the American forum for one, and second that sounds like a server-error, not an item-based transfer error like the OP had;
