I have no clue since how long because i have never paid attention to it but as of now, windsong is currently bugged:
Tooltip say that the buff increases attack speed by 10% and additionally increases attack speed of radiant arrow, penetrating arrow and thunderbolt by 30%. The bugged part is the first (increases attack speed by 10%), wich it doesnt apply. Would be nice to have a fix on it in case the buff is actually supposed to increase attack speed by 10%.

you are indeed right, removed boots not cap moviment speed and after popping windsong it went from 216 to 229, + i google translated the korean tooltip and yes it says moviment speed.
