Tera Russia in EU?

Hi there! So there will be a dedicated russian server. But will russian players be able to play on EU servers(Yurian for example)? Will ip-block for banned countries be cancelled?

True question: Is TERA growing in width, length or somewhere else where it's better not to ask?
