What is the meaning of this (The World of TERA is Growing)?

I feel sorry for the South-eastern Asia Tera players

Tera SEA is closing and it will get merged into tera gameforge with a future accounts migration, they will most likely get their own server due to localization

a whole region dead and few accounts that left are going to be merged and you say Tera is growing ?
