Which means (at least with the"normal" transfer vouches) that it won't be an item per say but something that will be enabled to your account, hence not tradeable with other players.

no way it would be tradeable. Imagine someone botting tens of characters to lvl 60 on diff accounts. Then selling the transfer vouchers for gold 
and also please give us the table about the exchange of gear to live server which should been out when server gone live and still isnt out
Each account with a lv 60 on classic server will receive a transfer free, but in tera shop you can buy transfert that are tradable

I know, the point of this whole thread is that a GM (Game Master) said otherwise.
If it was a random player I wouldn't even have considered it, but it's a whole different story when a GM says it.
In your first picture the gm said "when you reached lv 60 you will get one transfer voucher" this is the free vouncher and is said in your second picture "this vouncher was applied to your account directly", Now for the tradable he said in your first picture "if you wish to transfer more characters you will have to purchase..." it's only if you want another that you need to buy one who is tradable.
so like he said you have one free and if you want more you need to buy one directly in shop or like he said "from other players".
I guess (It's only a guess though), you get your free non-tradable server voucher if you hit Lv60 at the end of the event. If you want to transfer mor and buy some from the shop, they're tradable instead.

Confirmed to be like this. The one you get for reaching level 60 will be added to your account directly, and is not tradable.
