I found some great skins in there, but Im unable to buy them. The only skins I can buy are from Item Shop. But there are just few of them and these are ugly.
So how can I buy skins from DR?

The dressing room is just a place to "theoretically" try all the costumes in the game. The shop just has a fixed amount of skins available, with additonal ones in a rotation for special sales.
If your costume is not part of the permanent offers, you have to either wait for the right one to be on sale or u need to buy it ingame from a person who has it in his bank. -

So how often this rotation occurs?
How long I need wait for new skins on sale?Ever and ever forever and ever.
