Do you mean you don't know what to do now that you've reached level 65? 
Do you know how to enchant and upgrade your gear? If not, then you probably suck.

P.S. It'll help if you write what server you're on. Use /c chat to look for a guild or press G to apply to an active guild. 
Press T to enchant your gear. The same window can be opened from your inventory - bottom left button there. If you have enough Golden Talents, Wood Scrap and gold, you can +6 the Guardian set, then upgrade it to Twistshard and start enchanting again later on. The upgrade button is also at the bottom of your inventory - second button from the left. Guardian set doesn't fail when enchanting and upgrading. Same goes for Guardian jewellery - it is guaranteed to upgrade if you have the required mats. And to get mats, you gotta do the starter dungeons. You even get a story quest for them - Kalivan's Challenge, Shattered Fleet, Ravenous Gorge. You also get a quest for Thaumetal Refinery which gets you some crystals and extra glyph boxes.
There's the so called Looking for Group menu which lets you search for parties or party members. Press "Y" to give it a go. Make sure you've selected 60 to 65 at the bottom and don't type anything in the search box (just press "Enter").
You can also use the Dungeon Matching System (aka IMS, or Instance Matching System) provided your item level is sufficient.
When you check for available Vanguard quests, there are checkboxes for the different types of activities - story, dungeons, battlegrounds, solo. Tick only the one(s) you want to see. Just because there's an available quest (solo ones for example), it doesn't mean you have to do it. You've a limit of 16 VG quests per day, so you have to prioritise in case you decide to use them all.
Like I said, tell us what server you're on. It's easier and faster to get help this way.

Is it possible you're missing underwear or a circlet?
Also, you can go to the IoD via Pegasus from Velika. There's a North Dock teleport scroll you should've received as well. Later, you can just press H and go to the IoD instantly after choosing to teleport to a BAM quest location.
No idea why you keep ignoring some of my questions. Golden Talents are so cheap that you could probably get hundreds by your guildmates just like that.
Pls send us a screenshot from your equipment. We need to see the stats too.
Yes, please make sure you use the CORRECT lines in armour and weapon as they also give you iLvl. That is also listed in the 2nd post in that thread, way below.
Green rolls in gear won't increase iLvl, maybe you chose them instead of yellow ones.

Do get into a helpful guild though, whatever secret server you're on. At the very least you'll have people to socialise with.
