I have this quest before but 3-4 days ago my priest can't receive it anymore.
P.S. My other character has quest "Pit of Patex" as usual. (SV.Mystal)
Why my priest don't have quest "Pit of Patex"?

I'm not sure about the 439 requirement but he claims he could do it before but not anymore.

What quest are you referring to - the L65 story quest you do once and that's it or the Vanguard Initiative daily quest you can do twice a day or so depending on how many entries you've got, as well as how many quest slots you have available for the day?
