That might not be skill prediction, but it's still probably a proxy. My guess would be the GM Panel, because he teleports around the map.
It is a "proxy" called Latency RIP. Here you can see it in action. It uses an insane range of teleport. It is so high, it can literally travel from Velika resurrection teleportal to the entrance of Velika Outskirts in one single move.
Also regarding zerk not sure if it a module or a bug. Either the zerk literally lags like shit, either he has a nodule installed or he uses punishing strike on a-stance. Yes it is possible this is how good sp is made allows you use skills from d-stance (intimidation) on a -stance teleporting like a retard.
As a module it's broken and unbalances the game completely. It allows you not to kill anyone or get any significant advantage, other than crashing your client without having to resort to other users for it while getting banned for playing with over 1k ms spikes on a daily basis.
You can get it by living in any foreign country without IP block and/or a censored connection, you don't even need to install any third party software.
As a bug abuse, it's extremely effective to confuse other users. Its main function is making them mad, as they literally don't know what's going on, since they haven't been able to download it in their google search of choice.
Also that zerk is using a stance and the skill used to teleport is WASD, so this particular module even works for d stance.

Some people can't afford to live next to the server with the best connection for increased latency perks and play the game because it's free to play. Because getting a better internet is just about being smart

Its not like we choose how our connection is routed.
For example if i get direct connection from my country to germany i will be able to pull 40-70ms ping.
Sadly its not working like that and my connection is routed to UK and then back to germany, and germany is neighbour country to me.
Oh and when traffic is higher i jump from 80ms to 170, lvl of NA tho. -
If you are from a german neighbour country 80-170ms isn't normal...
You should have like you said 40ms, 60ms max all the time with a medium speed connection.

Leave your bubble, if your city/town is populated with 80% of the people that aren't interested in buying a better connection they won't spend money/effort in making it better for a 20%. My city for example didn't have fiber everywhere and one of the news last year was "95% of the city will be covered with fiber" and as how it sounds I was that 5% because my community wasn't interested in getting a better connection until we pushed it.

i agree even in Germany my trash village didn't even have proper connection. Most people stick with UMTS aka Mobile Internet. And 5GB per month for 15€ is just cancer. Need to spend 45€ if i want to play tera without using youtube or whatever. And because of this you always have 70 - 150ping.
Internet connection is just low priority. I mean do the big bosses really play online games? They will mostlikely waste all their money for Unicorns and drugs.
Before most country have stable connection. Murica will finish the wall first lol.

Now imagine countryside.
Im stuck at 10mbps ADSL as there is no really that much ppl having internet where i live.(Well its still better than <1mbps 3G)
I will call max 15/35 houses have internet and its 10kilometers away from town. So no really worth to push fiber. -

I think its funny because OP was a proxy user when he played on NA and when he started playing on EU he was asking around demonized teamspeak for EU proxy because his NA proxy wasn't working here, this was when proxy was not known to public and maybe less than 5% of the population knew about it and the EU proxy was harder to access.
Now that most of the population knows what proxy is and can get their hands on it OP suddenly wants everyone that uses it to be banned. Did he have his fun with proxy and cannot handle the fact that everyone can use it now as he was an early adopter of proxy himself? What are his reasonings? All he has done is list a bunch of modules and technical jargon but no real reasoning.
edit: and I didn't see him complaining about it back then.

Like I said it was on teamspeak that you said this, your character was originally castanic male but you had name changed it and then eventually you race changed to popori, the name of the original account owner was on your ambush gear before all of that. As long as you don't have any proof its meaningless. I mean i can say something like this to every forum user. For example Nooblord42 runs a RMT site for TERA. Moler steal account and sells them on ebay.

Yes, and thats probably one of the reasons why reporting players for actions against the ToS is against forum rules. Simply because nobody around here has the tools or the access to investigate such cases.
With that being said, refrain from doing so in the future.
