Anyway, here's a little story:
At my old place I had a 100Mbit/s cable connection, and lived very close to germany. I started out with 18ms (which was amazing, and wouldn't have a use for proxy at all then), then it slowly went up after every patch, to the point where I reached 70ms, with the same 100Mbit/s internet I had before (I stopped playing gunner because of it, it was simply not enjoyable anymore).
So are you telling me I should get "better internet" to fix my ping, yet I had decent ping, and my internet was more than decent, somehow my ping magically increased after every patch, but hey g3t bEtTeR iNteRnET LUL.
Now I moved, and I live much farther from Germany, and a much better internet connection and I'm sitting at 50ms on average, yet I started with 21'ish, and it yet again went up after every patch.
I won't comment on the rest of your rant as it seems that you got as much information about proxy as benox does.
Eliannah advice's works both way guys, you can simply find another game, I mean if proxy is so horrible and ruining your game experience so much because everyone is memeslashing , exploiting all around and GF doesn't care, why are you still playing?
Your ping either increased cause your isp ##@#$ you up or you got rerouted and had a bad hop. In case of the latter you could have used winmtr or pingplotter (trial version) to verify this. If that was the case you could have sorted this out with a vpn, that is one of the 2 main reasons vpn exist besides hiding ip. Just for future reference...

I think its funny because OP was a proxy user when he played on NA and when he started playing on EU he was asking around demonized teamspeak for EU proxy because his NA proxy wasn't working here, this was when proxy was not known to public and maybe less than 5% of the population knew about it and the EU proxy was harder to access.
Now that most of the population knows what proxy is and can get their hands on it OP suddenly wants everyone that uses it to be banned. Did he have his fun with proxy and cannot handle the fact that everyone can use it now as he was an early adopter of proxy himself? What are his reasonings? All he has done is list a bunch of modules and technical jargon but no real reasoning.
edit: and I didn't see him complaining about it back then.

Similar happened in BDO, where russians spread a fake hack and then deleted all the items of the ppl who downloaded the hack (in BDO you cant trade so they couldnt really use the stolen accounts)

Because picking up a 5€ from the ground (quite common in big cities and its impossible to return it to the owner usually) is same as downloading hacks?

In my optinion even people who create "fake" hacks should be banned too since they manage to get the victims character stucked in a location where normal player don't have any clues (which means they code something to get other player into the doom zone).
It's forbidden to use or create hacks. Doesn't matter if gamebreaking or not.
But well wonder why this thread is still up even after i linked all GF staff member nobody response which means they don't care at all. Not even a statement if it's tolerated or not.
They are not breaking any ToS by creating them (Not using them or anything) and baiting some baddies, and it's also impossible to tie their github/whatever to actual Tera accounts to ban them anyway.
I get where you're coming from though. Usually laws don't allow people to take justice into their own hands like these "fake" hackers do, but laws (especially internationally) are way harder to apply on the internet or video games... So in this case this can give some people a justice boner (to see wannabe hackers get rekt), that's pretty much it. 
Well if you create a hack for a game you don't own i think there might be trouble. Wasn't there a child who almost got sue because he sold hacks for Fortnite? But since he was 12 year old epic games draw back since well it was not worth.
If you create a hack which can result in population descrease for the game, developers can take actions.
Also you are not allowed to alter games which are not you property. We all now this annoying disclamer on every game
You should never find something funny which bait you in something worse. I had the same problem in another game which didn't run well ony my computer so i looked for FPS increase mods and other stuff to get my game run. In the end this "tool" screwed my account since it was a fake hack which result in an acccount ban.
FPS increase Mods were allowed but there were a**holes out there who use the name of the tool so many people got banned. In the end all user got unbanned. And you really couldn't determine if the FPS tool was legit or not. And this why its not funny at all. OFC if people intend to hack and its a fake hack then they deserve it anyways. But look at proxy there is a promised module which increase FPS (it let you disable other people and skill effect). So know imagine if someone download it think he get FPS increase and the boom doomzoned. Not funny at all. And he didn't really hack in my opinion it's more the opposite he sacrficed visual effect for FPS

I totally agree with the FPS optimizer and other harmless stuff shouldn't have such "fake" hacks. We lack context here anyway. I automatically assumed it was bundled into a harmful proxy (SP, GM Menu, blink script, etc) since that would be the justice I'm talkin' about.. Baiting poor dudes with FPS tools and auto-loot or something equally harmless is indeed a dick move 
Community Manager Salix answered a question regarding the Proxy issue and confirmed that they are actively working on it.
