    Yes there is but on the old servers. I don't think they will bring out a special Manahan voucher.

    You get 1 free voucher and you can buy 1 extra voucher if you want to transfer a 2nd character. They'll announce it when the transfers have been enabled. It's all in the news about the event server (FAQ section).

    Manahan will be closed with the release of patch 64. The exact date for this update has not yet been decided, but should be around the middle of January.     You could do that if you want to pay for every extra character. Thats why GF lets you do it. So that you lvl many characters and buy transfer vouchers for them.

    • Character creation closed: January 2018, 5 days before patch 64

    Transferring date and char creation deadline seem to coincide, therefore it won't be possible to create additional characters, so 2 is indeed the limit.
