I thought this was ironic, until I saw the edit...
These items are character 'bound' because they are basically Tera Shop "purchases", so yeah, you can't withdraw them with other chars, as stupid as that may be. There must have been a warning that this shit (because that's what an unusable item is) would be unclaimable if you opened the box with a male character.
How stupid must they be to not realise that imposing such a restriction would lead to every male character becoming unable to get rid of this shit? I'm not sure what's worse - that they haven't even tested it or that they didn't know it would happen before even launching the event. We've been getting items via Tera Shop code claim and advent calendar for many months and they didn't even know this would happen? Seriously? Whoever came up with the idea to put unclaimable items in there - some GM? Hope you can see the joke here - GMs don't even log in, so they are bound to not know shit about the game or any aspect of it.

No. But it seems like he can't even get it out of the item claim into his inventory... because his char cannot claim the stuff. And the clock only starts ticking in the inventory. So for him it's only "temporary" in the sense that he could wait 4773 days for it to expire inside the item claim. -

Ask support to remove them for you.
Worst case scenario they should give you 2 race changers so you can go back and forth and claim it.
