It is working as intended now. The behavior you want back was actually bugged.
pro tipp for meteor: having the 1s duration for barrier will use the single hit meteor WITH THE ADDED DAMAGE from the buff
and i take that any day over an 5 SECOND CAST MULTI-METEOR THAT WONT LET YOU TAKE ADVANTAGE OF THE 75 CRIT GLYPH

alright, so the text on warp barrier states the following:
Mana Boost II does not apply while Warp Barrier is active.
so whenever you have mana boost on, and you cast meteor the following happens:
I cast Meteor.
I check if Mana boost II is active
-> i will do Multi-Meteor Skill variant
I cast meteor.
I check if Mana boost II is active
I see Warp Barrier is active as well
I neglect the fact i have mana boost II
-> i will do single-Meteor skill variant
on skill cast, atkspeed-check will apply
on skill HIT , dmg calculation will apply
the two applications DO NOT HAPPEN at the same time

can change some things
in particular, having the 1s warp barrier cast right before meteor during mana boost II will do the following:
I start the single-hit variant, no atkspd buff applies, so NORMAL cast time as usual
before meteor lands, warp barrier fades
dmg calulation happens, it checks all buffs: mana boost II is active -> 20% boosted damage
congrats, your single-hit meteor will do more dmg while having the same time spend casting minus activating warp barrier to dodge something

Cause you need a way to cast single meteor while using mana boost!
Imagine yourself in a duel, you have mana boost ON and you slept your opponent, stun on cd. YOU CAN'T LAND A MANA BOOSTED METEOR ON A SLEPT OPPONENT!
Instead, you use wrap -> Meteor strike to get the single meteor version while having mana boost on.
Wrap barrier is bugged since the Warrior revamp patch, or at least thats what I understood before

In pvp Mana Boost is used for the attack speed it provides.
In Matrixos example, the opponent is slept, meaning he will wake up with the first instance of damage he receives.
If you use Enhanced Meteor Blast on a slept oponent he will just wake up with the first small meteor hit (which does very little damage) and dodge the remaining little meteors and the big meteor.
To prevent that, you use Warp Barrier. Warp Barrier returns Enhanced Meteor Blast to Meteor Blast, removes the additional damage to monsters (this wouldn't matter on this 1v1 pvp situation), but keeps the additional attack speed. So you end up with a normal Meteor Blast, but you will cast it faster because you have more attack speed thanks to the active effect of Mana Boost.
Of course, against stunned targets, or in group pvp, you can just cast Enhanced Meteor Blast, or Enhanced Void Pulse, to do more damage and on a bigger radius. Yes, the additional damage only applies to monsters and it affects all skills, not just Enhanced Meteor/Void; but, the 2 additional pulses of Enhanced Void Pulse, and the 5 additional small meteors in Enhanced Meteor Blast will still do damage on their own.

correct me, i just dont think atkspeed bonus applies either when casting with warp barrier (ingame stat jumps back)
You don't use Mana Boost on a slept target. You use Mana Boost TO sleep a target. The additional attack speed makes landing the sleep much more easy.

So you basically mean, attacking a slept target doesn't apply attack speed and damage amplifier because the target is slept?
If that's what you mean, then no. Slept target is a stunned target that you can only hit once. It's not because he is slept your damage boost or speed boost will be cancelled!
My point is, why lose the attack speed and the damage modifier when using wrap barrier with meteor strike?! According to the reddit I shared before, some people consider this to be a bug. I don't know really! But basically, wrap barrier should be a way to switch to the old version of the modified skills by losing a very important iframe without losing the attack speed and the damage modifier.
Loosing the attack speed is definitely a bug.
They tried to fix it in this patch: Patch Notes 56.03 – Light and Shadow
But it ended up wrap barrier not canceling the multi hits instead, after that they "fixed" it by going back to the original way. Then they I guess tried again but failed again, now we are back to where we started again.
