Hello Yuiii,
In Highwatch you have to go to "Veritas Vault", the circular area in the map. Then you have to find the downstairs. You will get a red history quest, you only have to interact with the books in the floor and then you will get the achievement.

Oh, really? I suppise I missed the NPC with the other characters then.

Yo I need some help with this. I went down on the downstairs but i didnt get the red sotryline quest. Also interacted with the npc and the books but nothing. Any idea?
