You don't have estars glyphed for effect? Why?????
The 20% effect of ES is glyphed, just not the duration (20 sec instead of 25).
Though the rest of the setup is pretty debatable.. cunning crystal instead of brilliant? hurts to see but whatver gets the job done i guess.. though probably with 3 brilliants you wont have to glyph res for mp cost. Also no a charging speed for mana-charge glyph. I would also glyph restau burst cd coz i try to constantly keep it on tank/melees for mana regen.

effect duration, did you read? I can costantly have energy star active with decrease cd on staff.. and I dont have less cost on ress, but casting speed. And I dont really need casting speed on mana charge.. and I have mana on my restorativa burst if you guys see...
SO, if you read exactly the gliph on energy star: one is increase effect (so, more power). The another one is effect DURATION: really, now in 2015 we got a lot of decrease cd, why we must have 25 secs of energy star if it has cd of 19-20 secs? I am not pvp, I do pve, I can costantly do energy star..
And as I told: I HAVE THIS WEAPON CRYSTAL because they have less damage from enrage monsters: I never found brilliant, but really, if you use divine infusion sometimes is better got more defence. And priest isnt like a mystic, use less mana for everything, and my mana charge + mana pool work for me too.. And btw, with more mp you got more mp from mana charge too, so, isnt really bad.

The glyph is for 1 second longer duration on restorative burst at the cost of 3 points. The other is MP reduction on the skill itself. So you say, you use the duration glyph for the mana? But you will still only get mana for 5 seconds. (I just checked it myself right now). The glyph only gives you 1 more second on the heal, not mana. And even if you try to go out of the circle and in it again when the mp effect is gone, the circle disappears before you can get the effect again.
So from my view, it's useless. But again, it's just my opinion.
