Hi all,
After a few weeks of research, i finally found out some solution to have a fix of the FPS issue.
First and foremost, from my research, TERA only runs with 2 cores and TERA is running on UnrealEngine scripts.
So, i have some solution to it:-
1. Go to your TERA shortcut or create it if you don't have it.
2. At the Shortcut tab, look for Target. It usually looks like this C:\Program Files(x86)\TERA\TERA-Launcher.exe
3. Add the following commands after the target directory: -USEALLAVAILABLECORES
4. It should look like this,: [C:\Program Files(x86)\TERA\TERA-Launcher.exe -USEALLAVAILABLECORES]
5. Remember there is a space between the directory and the command.
For this step, it enables the system to force TERA to use all the cores avaiable. BUT, in some case, come computers core are parked which means it would'nt be use if your cpu usage doesnt bottlenecks. This can heavily affects your CPU performance.
To fix this, you need this tool: http://bitsum.com/files/parkcontroldist64.exe For 64-bit OS
: http://bitsum.com/files/parkcontroldist32.exe For 32-bit OS
Easily open the App and unpark the cores and make sure you are in the correct power profile.
However, i wont be responsible for any damage of hardware because core parking is designed to lower the CPU temperature.
By disabling it, naturaly the temperature will rise. So please use at your own risk.
Then, to the setting of S1Engine.
It would be too many of things to write so i will just post mine at the attachment.

Also, for ATI GPU users, im sorry but i dont use ATI card so i would'nt know how it perform.

I'm not asking for OverClocking but only some driver settings. Ah, also remember to get the latest driver.
So, Go to the application setting available in there(its a screwdriver liked icon), and select TERA's profile.
For lower-end PC or laptops which im currently using,
Go for these setting:
[Texture Filtering]
Texture filtering - Quality = High performance
Texture filtering - Trilinear optimization = Off
[Common]
Maximum pre-rendered frames = 1
Threaded optimization = On
Triple buffering = On
Vertical Sync Smooth AFR behavior = On
Vertical Sync Tear Control = Adaptive
Vertical Sync = On
It is an open secret that TERA is said as a CPU bottleneck game.
So, for this setting, we made max pre-rendered frames at 1 because the pre-rendered frames are rendered by CPU.
And the texture setted to high performance because some GPU might not able to do all the rendering work by itself.
Oh ya, do not touch the video setting in the game, i will revert all back to the original. Restart TERa after making any changes.
In a nutshell, i will be continueing my research on this and please do not hasitate to post any inqueries at this post.
